Closure of BINUCA

The United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) was established on 7 April 2009. Its mandate ended on 31 January 2015, subsumed to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

Partners

The project is implemented by executing partners under the supervision of the National Coordination, with the support of BINUCA and UNDP.

Following an evaluation, the National Reintegration Coordination selected national structures and international NGOs to implement food crop projects, goat and sheep farming projects, small trades projects, and commerce projects.

Each executing partner has the list of demobilized individuals in its area of responsibility and performs the following tasks under the memorandum of understanding:

  • Provide training to demobilized individuals organized in groups in their chosen fields and supply professional kits.
  • Provide technical support to demobilized individuals opting for agriculture and livestock and supply adequate individual equipment.
  • Submit a monthly activity report to the National Coordination.
  • Submit a quarterly financial report to the National Coordination.
  • Participate in the meetings of the Local DDR Committees (CLDDR).

The partners below were selected based on their technical, operational, and logistical capacities and geographical coverage to ensure simultaneous support for all demobilized individuals, regardless of their choices. This risk management measure was adopted to mitigate potential tensions between different communities and categories of demobilized individuals.

Central African Agricultural Development Agency (ACDA)

The ACDA, under the Ministry of Agriculture and Rural Development (MADR), is mandated to revive agriculture in the Central African Republic. It specializes in improving rural living conditions by providing advisory support for agricultural production, professionalizing producers, promoting production means, supporting local development, and conducting monitoring and evaluation.

ACDA operates throughout the sub-prefecture of Paoua, exclusively in agriculture, supporting approximately 1,077 demobilized individuals.

National Pioneer Youth (JPN)

The JPN, a state structure under the Ministry Delegate for DDR/JPN, has integrated thousands of young people through self-employment. Its objective is to reduce poverty among out-of-school and idle youth by:

  • Providing civic, moral, intellectual, and professional training for socio-economic integration.
  • Carrying out economically and socially beneficial tasks.
  • Creating cooperative farms or agricultural villages for economic and social development.
  • Establishing modernization zones and rural extension centers to introduce modern agricultural and livestock techniques.
  • Creating and managing craft workshops and micro-enterprises in construction and public works.

The JPN’s support is provided in three stages:

  1. Basic training (common core curriculum);
  2. Professional training in agro-pastoralism, tailoring, carpentry, auto mechanics, building electricity, refrigeration, ironwork, and leatherwork;
  3. Provision of professional kits.

The JPN operates throughout the sub-prefecture of Paoua, supporting approximately 947 demobilized individuals.

Danish Refugee Council (DRC)

The DRC is an international NGO of Danish origin present in the Central African Republic for several years. It works in the humanitarian field, providing training and rehabilitating community infrastructure. It operates in the sub-prefectures of Bocaranga and Ngaoundaye, supporting approximately 1,547 demobilized individuals.

Jesuit Refugee Service (JRS)

JRS is a Catholic humanitarian NGO serving refugees, displaced persons, and other vulnerable populations. Present in the Central African Republic and many countries worldwide, JRS’s mission is to accompany, serve, and defend the rights of refugees and displaced persons. It works in education, food security, social services for vulnerable people, and pastoral care.

JRS operates in the Markounda area, extending to Maïtikoulou, and in Nangha-Boguila, supporting approximately 1,175 demobilized individuals, mostly women’s groups.

World Food Programme (WFP)

At BINUCA’s request, the WFP agreed to provide food assistance to demobilized individuals. This distribution was carried out under the supervision of the National Reintegration Coordination by WFP staff and executing partners in their intervention zones. The conditions of this distribution are defined in the agreement between BINUCA, WFP, and the National Reintegration Coordination.
